Job Title: Conflict Prevention and Recovery (CPR) Specialist

Job Description:

The Abkhazia Livelihood Improvement and Recovery (ALIR) Programme of United Nations Development Programme (UNDP) Country Office in Georgia is making following vacancy announcement:

Type of Appointment: Appointment of Limited Duration (ALD)
Period of assignment: 12 months, with possibility of extension
Position level: A 4

Organizational Context:

Under the overall guidance of the UNDP Resident Representative in Georgia and the direct supervision of the Deputy Resident Representative, and in close cooperation with the CPR Programme Analyst, the CPR Advisor will be responsible for strengthening the capacity of the UNDP Country Office in development and implementation of the CPR programme strategy. More specifically, he/she will be responsible for:

Summary of Key Functions:

- Analysis and strategic advice;
- Analyze and monitor emerging developments in Georgia, with a view to identifying risks factors that could cause instability or violence, as well as emerging opportunities;
- Advise CO management on issues that would benefit from high-level advocacy efforts;
- Explore opportunities and provide strategic advice on UNDP’s re-engagement in South Ossetia;
- Advise programme staff in Abkhazia regarding the strengthening of conflict sensitivity in the programme, as well as additional entry points and programming opportunity from a conflict prevention and confidence-building perspective;
- Support the establishment and functioning of a multilateral monitoring mechanism for development activities in Abkhazia, including representatives of the two parts. Specifically, s/he will:

- Liaise with the respective authorities on issues related to project implementation;
- Ensure close coordination and communication amongst the two units;
- Inform on a regular basis the authorities on the programme related issues and facilitate their support for its implementation;
- Facilitate the organization and well-functioning of the Steering Committee and the technical working groups.

Programme development:

- Building on the initial activities of programme "Supporting livelihoods and promoting peacebuilding in Georgia" develop multi-year CPR programme(s), to implement the outcomes identified in the CPR strategy; - Supervise implementation of Abkhazia Livelihood Improvement and Recovery Programme;
- Identify opportunities and entry points for intra- and inter-community confidence-building with particular attention to the role of women’s groups and organizations;
- Identify possible source of funding and lead resource mobilization efforts for CPR programming;

• Based on the EU’s capacity assessment, and in close collaboration with the EU, identify training needs and lead the organization of training and knowledge exchange activities for the Ministry of Conflict Resolution staff;

• Manage the conduct of a participatory assessment on the youth situation in Georgia, including in the break-away regions, in collaboration with universities and research institutions (incl. university in Sukhumi). On this basis, organize targeted activities aimed at promoting tolerance and respect among the youth.

Mainstreaming of conflict prevention in overall UNDP portfolio:

- In close collaboration with other portfolio managers, ensure mainstreaming of conflict prevention and conflict sensitivity in overall UNDP programming. In this context, identify capacity gaps of the Country Office, and coordinate targeted capacity-development activities;
- In particular, assist Kvemo Khartli and Kakheti Regional Development programmes in ensuring needs of minorities and IDPs are taking into account in the development planning processes, they have equal access to information and values of tolerance and respect for differences are promoted in the project, using available funds.

Required Qualifications and Competencies:

- Advanced university degree in social sciences with focus on economics, international relations, political science, development studies or related fields;
- At least 7 years experience at national and international levels in advisory and managerial positions, extensive experience in reporting at high levels;
- Excellent political/conflict analysis, experience in bilateral and/or multilateral negotiations;
- Negotiating and training/facilitation skills;
- Familiarity with the CIS/Southern Caucasus region; previous working experience in the region would be an asset;
- Understanding of, and experience in, gender-related issues and programming;
- Understanding of UNDP and the UN system, including thorough knowledge of its practices and procedures;
- Previous experience in planning and coordinating operations and development work in the field;
- Fluency in spoken and written English; knowledge of Russian and/or Georgian would be an asset;
- Communication skills, ability to convey difficult issues and positions to senior officials, proven political judgment, sensitivity to local cultures.
