Job Description

General Description of Role:

The International Relief and Development, Inc. (IRD) is seeking a qualified, senior-level candidate for a long-term position in Georgia as Team Leader on an anticipated rural development program funded by the Swiss Agency for Cooperation and Development (SDC). The program focuses on capacity building for farmers and other critical actors in the value chain for livestock products, particularly milk, beef and pork. Other themes are capacity building for local and national government agencies to improve the enabling environment for economic development, and implementation of strategies for disaster risk reduction at the local level. The Team Leader will have primary management and supervisory responsibility over IRD program staff and the program's partner organizations in Georgia.

Other responsibilities include:

- Refinement of project concept and development of a 3-year work plan including financial and budgetary plans and management;
- Provision of capacity-building and mentoring support to local partner organizations;
- Recruitment, supervision, and development of technical and administrative staff, both local and international Short Term Technical Assistance (STTA);
- Financial oversight of the program and ultimate accountability for budget management;
- Oversight of sub-grantee or contractor relationships and compliance with donor and IRD regulations regarding sub-grantees and contractors;
- Overall responsibility for reporting to the donor; and,
- Supervision of daily operations to ensure coordinated implementation of program plans.

Required Skills:

Minimum Qualifications:

- Prior experience working on livestock management, agriculture development, competitiveness enhancement programs in agricultural and other economic sub sectors
- Experience working in agricultural development sector in post-socialist countries preferred
- 8 years experience as Team Leader/ deputy team leader , preferably with regional experience on SDC-funded and or EU Funded projects
- 8-years experience in agriculture capacity-building efforts, with particular emphasis on livestock sector development
- Demonstrated experience in setting up and successfully implementing and managing a grant making scheme in partnership with a domestic partner organization
- Demonstrated ability to maintain close liaison and coordination with local government, municipalities, partner organizations, and other stakeholders
- Degree, preferably advanced, in livestock production and husbandry
- Experience in agribusiness, international development or related field, with preference for candidates with qualifications and experience in livestock and rural development projects
- Fluency in English, working knowledge of Russian and/or Georgian seen as an advantage.

Other Desired Qualifications:

- Familiarity with value-chain analyses and development for livestock products, particularly among small holder producers
- Good understanding and previous experience in rural development implementation and the various factors at play
- An understanding of the role of local government, community-based organizations, producer groups and private sector stakeholders and agri-tourism in the rural development process
- Swiss or other European nationality an advantage but not required.
